Joe Biden spoke at the Congressional Hispanic Caucus Institute (CHCI) 46th Annual Awards Gala

U.S. President Joe Biden spoke at the 46th Annual Awards Gala of the Congressional Hispanic CaucusInstitute (CHCI), which celebrates Hispanic Heritage Month in Washington. It was Biden’s second consecutive appearance at this major event on the Latino political calendar.


CHCI President Rep. Adriano Espaillat expressed the honor of having President Biden and Vice President Kamala Harris attend the conference and gala, emphasizing that their presence demonstrates the administration's commitment to meeting the needs of Latino families in the United States.


The CHCI Gala is known for bringing together prominent figures from the Hispanic political world and always features a prominent musical guest. This year, Tejano singer Bobby Pulido is the musical highlight, being recognized for his successes in the genre.


According to The Hill, until 2017, all presidents of the United States, from both parties, were invited to attend the gala. However, in 2017, the invitation to then-President Trump was withdrawn due to his rhetoric about immigrants during the 2016 campaign.


Importantly, Biden's participation in the 2023 CHCI Gala comes at a crucial time as he faces challenges in Congress, including an impeachment inquiry led by House Republicans. Moreover, Biden appears to have seized the opportunity to hone his message to Latino voters as his 2024 re-election campaign moves forward.


According to The Hill, among the topics in the president’s speech were issues related to inclusion on his team in efforts to engage more in the White House, including initiatives such as screening the film ‘Flamin’ Hot’ on the South Lawn and inviting local Latino radio programs to broadcast from the White House. The effects of “Bidenomia” on Hispanic communities have been highlighted from pandemic recovery efforts, the low unemployment rate among Latinos, the expansion of credit for small businesses, drug prices and access to education.


Vice President Kamala Harris played an important role in the CHCI conference, focusing on issues relevant to Latino youth and taking a college tour of various institutions, highlighting the importance of representation and political engagement of the Latino community.


On the other hand, a Fox Newsstory described a series of gaffes committed by the president of the United States during his speech, where he ended up praising the “Congressional Black Caucus” by mistake. The incident would be the president’s third gaffe in two days.


During the speech, Biden praised the winner of the gala award, Sister Norma Pimentel of Catholic Charities of the Rio Grande Valley, highlighting her humanitarian actions based on religious principles. However, in a verbal error, he ended up mistakenly associating Sister Norma's actions with the “Congressional Black Caucus”, which was unrelated to the event in question.


There is also mention of previous incidents of Biden’s gaffes in the story, including forgetting to greet Brazilian President Luiz Inácio Lula da Silva during a joint news conference and repeating the mistake at a fundraiser the same day.


The Fox News piece underscored the importance of presidential gaffes in a political and communications context, noting that such mistakes can have significant repercussions and raise questions about the president’s ability to communicate effectively and accurately.
